This is the thing though, he does not ask for help. He wants somebody to do all the work for him. I have tried to direct him to the sites and told him to use one of the sample layouts I made.

That's what I meant too. I won't do anything but I will be setting a reputation limit. (so say if you get -5 reputation, pending confirmation of valid submitees, you get banned)
